Regulations - Overall
Regulations that apply to all districts within the Council of Five. Changes to this page can be forwarded to Datsmore.
Membership
Membership in The Council is voluntary. You must want to be in The Council in order to be voted in. Existing members cannot vote in any one person without their consent. Admittance into the Council of Five automatically binds the new member into a non-compete clause with any other organization of similar structure and function as the Council of Five.
Admittance
Membership into The Council of Five is granted to any one person who can gather the positive vote of five existing members of The Council. This action must be completed in person and is not allowed to be completed over social media.
Revocation
Revocation of membership status for non-senior members can only be done by vote of the five senior members of the given district of the member in question. Senior members of any given district can only have membership status revoked if there is agreement among the remaining four senior members and a positive majority vote of the non-senior members of that district.
Seniority
Seniority is determined by the total time spent as a member in the Council of Five. If a member has their membership revoked, seniority stops accumulating. Seniority will begin accumulating if or when the member is granted admittance into the council again. This was a deciding factor in the 2015 case of The Council of Five vs. Richard Miller.
Senior Members
Upon initial creation of a district, the five members of that district that have the most seniority in the Council of Five shall become the five senior members of that given district. These positions may be revoked at any time by a 3/5 majority vote of all non-senior members of the district and subsequently given to another member of the district with another vote of 3/5 majority.
Voting
The council bases itself on the idea that anything can be and will be voted upon.
5 Vote Minimum
All matters voted on by the council require at least five votes to be an official vote.
Standards
An issue wishing to be brought forth can be brought to the attention of other members through making a motion to vote on the issue. This must be seconded by at least one other member before it may be brought to a vote. A vote must carry at least 3/5 of the votes in order to pass. If a motion should fail, the party responsible for bringing forth the motion has one chance to make any further arguments before a second vote can be had. If a motion fails to pass two times in a row, the motion fails and cannot be bought to a vote for thirty days.
Any issue being voted upon in a given area of the council can have the five senior members of that given area vote upon the issue on behalf of the rest of the area provided the vote reaches a 3/5 majority within the senior members. However, if the issue is voted upon by the five senior members of the area and 3/5 of the non-senior members, all votes on the given issue are counted as non-senior votes without any extra weight being given to the senior members. This means that five senior votes can be overturned by twelve opposing votes.
Issues affecting multiple districts must involve either 3/5 of all the senior members of the areas affected, or 3/5 of all members of the affected areas.
Twitter & Social Media
Voting on twitter and other forms of social media is permitted provided the same standards as voting in person.
